The Strategic Importance of Blended Finance in PPPs
Blended Finance refers to the deployment of concessional capital (public or philanthropic) alongside commercial capital in order to enhance the financial viability of projects that deliver public infrastructure and services.
WAPPP believes that blended finance can be an important tool to help mobilize private investment for environmentally and socially responsible PPP projects in developing countries, and is dedicating its efforts in 2025 to explore how blended finance can be utilized more effectively and efficiently in PPPs.

- Developing Actionable Policy Guidelines
WAPPP will establish specialized working groups dedicated to creating comprehensive, evidence-based policy frameworks that guide the integration of blended finance into PPP structures. These guidelines will address core elements such as risk-sharing mechanisms, incentive structures, stakeholder engagement, local currency financing and financial structuring across sectors. By offering clear and actionable steps, these frameworks will empower public sector leaders to design and implement projects that attract private investment while delivering measurable social and environmental benefits.
- Providing Technical Assistance:
Public sector representatives often face challenges in navigating the complexities of blended finance and managing the unique dynamics of PPPs. To address this, WAPPP can offer tailored support through its Technical Assistance that spans all stages of project development and implementation. WAPPP Technical Assistance will focus on equipping stakeholders with the knowledge and resources necessary to identify, prepare, and structure high-impact projects, ensuring they are attractive to investors while meeting critical societal needs.
