PRIMAH ATUGONZA KYAMBADDE
Head, PPP & Infrastructure,
African Legal Support Facility (ALSF)

Primah Atugonza Kyambadde is a Ugandan lawyer licensed in both Uganda and New York, with 13 years of experience advising African governments, lenders, multilaterals, and companies on infrastructure and energy projects. She currently leads the Public-Private Partnerships (PPP) portfolio at the African Legal Support Facility, hosted by the African Development Bank.

Primah previously worked at Uganda’s leading law firm, MMAKS Advocates, advising on project finance, particularly in energy. She has completed secondments with international firms including Anjarwalla & Khanna (Nairobi) and Hogan Lovells (London), and has lectured contracts law at the International University of East Africa.

She is passionate about leadership, team development, and mentoring women. A regular speaker at global industry events, she currently chairs the Africa Chapter of the World Association of PPP Units and Professionals (WAPPP).

Paul Horrocks is a seasoned executive leader with a proven track record in tackling complex public policy challenges, including the role of development finance in transitioning economies and advancing sustainability goals. He is a disciplined, strategic thinker with demonstrated success in driving strong financial and operational performance—most notably through the development of the Blended Finance concept and the OECD’s leadership in promoting it. Horrocks brings excellent interpersonal and team-building skills, shaped by extensive experience across both private and public sector organizations.

SIYANDA MFLATHELWA

Sector Head of PPPs and Concessions – Infrastructure Finance at RMB

Siyanda Mflathelwa is a seasoned investment banker and infrastructure finance specialist with over 16 years of experience in structuring complex PPPs and project finance transactions, particularly in the power and transport sectors. She leads the PPPs & Concessions portfolio at RMB and is a member of the Infrastructure Sector Solutions executive committee.

A recognized thought leader, Siyanda was awarded RMB’s Founders’ Medal of Honor in 2024—the firm’s highest dealmaking accolade—and won the ABSIP Award in 2021 for the high-impact Beitbridge Border Post Redevelopment PPP.

Her landmark transactions include the 75MW Umoyilanga hybrid power project, the USD300m Beitbridge Border Post in Zimbabwe, San Pedro Port (Côte d’Ivoire), and multiple large-scale IPP deals including Kathu Solar Park and Xina Solar One. She is known for her integrity, ambition, and deep industry insight, with contributions featured in The Banker, Financial Mail, and Business Day.

DANIEL MUELLER

Chief Operating Officer, InfraCredit

Daniel Mueller is the Executive Director and Chief Operating Officer at InfraCredit, where he has played a key role since its launch in 2017. With over 20 years of experience in infrastructure finance, he has led landmark transactions including Nigeria’s first long-term corporate infrastructure and green bonds, helping catalyze over ₦200 billion in local currency financing.

A former JP Morgan banker, Daniel has also held roles at Deloitte and Global Emerging Markets, supporting over $300 million in infrastructure investments across West Africa. He holds a magna cum laude degree in Economics from the Wharton School, speaks French, and is a CFA Level III pass. He lives in Lagos with his family.

ARUN KUMAR

Arun Kumar is an investment and strategy professional with nearly two decades of experience in developing, financing, and executing high-impact projects in emerging markets. He holds an MBA and a bachelor’s degree in electrical engineering. Currently, as a Principal Investment Officer at the African Development Bank Group, he manages social sector investments across Africa.

Kumar’s expertise includes policy advisory, PPP models, risk assessment, innovative financing, project preparation facilities, co-financing, partnerships, and blended finance products. He also has a deep understanding of infrastructure financing at various stages and extensive experience in management consulting.

JACQUES FOLLAIN
Executive Committee and
Chair of the Airport Chapter of WAPPP

Jacques Follain is also an independent senior consultant in airport infrastructure development, specializing in public-private partnerships. He holds a Master’s Degree from Stanford University (CA, USA) and received engineering degrees in aeronautics and telecommunications from the École Nationale supérieure des Constructions Aéronautiques in Toulouse (France) and the École Nationale Supérieure des Telecommunications in Paris (France) respectively.

For over 20 years, he has been overseeing the development of the international portfolio of the Aéroports de Paris Group (ADP Group) and covering the development of airport projects in various contexts around the world. In this capacity, he has led bids for PPPs in Europe, Latin America, North America, Africa, India, Asia and Europe, being directly involved in the structuring of Business Plans, drafting and negotiation of PPP contracts, as well as in the structuring of financing.

ATTER HANNOURA
Director/PPP Central Unit,
Ministry of Finance, Egypt

Atter Hannoura has 42+ years of professional experience in different capacities and business sectors. He holds a Law degree from Cairo University 2015, Diploma in Large Procurements ILO/Italy/2004 and a B.Sc. Engineering (ICT) from Alexandria University in 1981. He is a PPP Expert, with solid procurement, and contract management experience. Professional business experience gained due to working at multinational organizations since 1997, nine years at the World Bank as a Management Information System (MIS) and Procurement Expert, Project Management, Financing and Contract Management in the MENA Region.
Atter was appointed as the Director of the PPP Central Unit in Feb 2007 and he is responsible for implementing PPP initiatives on a national basis and drafting the PPP legal framework in Egypt since May 2010.
