JYOTI BISBEY
Jyoti Bisbey, a WAPPP Executive Committee member, is a global expert with 20+ years of experience in green and resilient infrastructure finance and PPPs in developing countries. She has worked with the World Bank Group and the UN, supporting governments in preparing PPP projects and financing climate-focused infrastructure. Jyoti helped establish global benchmarks like CP3P and PCM and serves on the FAST-Infra Label’s Executive Advisory Committee and UNECE PIERS Climate Panel. She advises ISRC, sits on InfraBlocks’ Advisory Board, and is Associate Editor of the Journal of Infrastructure, Policy and Development at NUS. A published author, she holds an Executive Diploma from Harvard, an MBA from George Washington University, and an honors degree in mathematics from St. Stephen’s College.

ZIAD-ALEXANDRE HAYEK

Ziad-Alexandre Hayek has 44 years of experience in investment banking, corporate strategy, artificial intelligence, technology, public policy, and public-private partnerships. He has lived and worked in Africa, Europe, the Middle East, the US, and Latin America. In 2019, he was nominated to be President of the World Bank. He was recently a candidate for the Presidency of Lebanon. Hayek is currently President of the World Association of PPP Units & Professionals (WAPPP), Advisor to HyperCycle.ai and to the Paxon Group, and member of the Board of Trustees of USEK University. Previously he was Vice Chair of the United Nations Working Party on PPP, Secretary General of Lebanon’s High Council for Privatization and PPP, CEO of Talaya Water, CEO of Lonbridge Associates, Senior Managing Director of Bear Stearns, President of Indosuez Mexico, Head of International Securitization at Citibank, and Vice President at Salomon Brothers.

Hayek has an MA in International Management from the University of Texas at Dallas. He studied business administration at the Instituto Tecnológico de Monterrey, is certified in artificial intelligence by IBM, and is registered as a CEO of a financial institution by the UK Financial Conduct Authority. He has lectured at several Lebanese universities and at Sciences Po, and has spoken at more than 150 conferences. Hayek is conversant with 11 languages.

MARK MOSELEY

Mark Moseley is an internationally recognized infrastructure specialist with more than 40 years of experience in PPPs, infrastructure law, regulation, and institutional reform. In 2019, following senior roles at the World Bank and the Global Infrastructure Hub (GI Hub), he founded Moseley Infrastructure Advisory Services (MMM Infra), a global individual consulting firm for infrastructure projects and enabling environments.

Mark joined the GI Hub in 2015 and later served as Chief Operating Officer, overseeing the development of key global PPP tools and guidance as well as updates to the Hub’s flagship global infrastructure reports. As COO, he commissioned the 2019 National Infrastructure Bank Guidance Note, a landmark reference for governments designing national infrastructure financing institutions.

Earlier, Mark served as Lead Lawyer in the World Bank’s PPP Group and held senior roles at CMS Cameron McKenna. He is an occasional lecturer at the Harvard Kennedy School and other universities as well as a Recognized Peer of the World Association of PPP Units and Professionals.

SERGEI SAMOLIS

Sergei is an experienced Infrastructure and Project Finance professional with over 20 years’ track record in the financial structuring, advisory, and management of major infrastructure projects across sectors and geographies, particularly in emerging markets. He has led teams that financed some of the largest PPP transactions globally, while also structuring lending solutions for small-scale PPPs.

He is the Founder and CEO of PPP Expertise, a UK-based consulting and training firm and one of the world’s leading accredited training organizations for the Certified PPP Professional (CP3P) qualification.

Sergei is a Steering Committee Member of WAPPP and Co-Chair of WAPPP’s Central Asia and Eastern Europe Chapter. He is a graduate of Moscow State University, holds an MBA, and an MSc in Major Programme Management from the University of Oxford.

PETER KABUKI

Peter Kabuki is the Chief Executive Officer at Streamstone Africa, a Kenya based infrastructure investment and development advisory firm offering project preparation, project finance, PPP, sustainability and construction project management services.

He holds a  Bachelor’s degree in civil & structural engineering, a post graduate certificate in project finance from the University of Middlesex and is currently pursuing a Masters in Development Finance at the Strathmore Business School. He is also an Envision sustainability expert, certified by the Institute for Sustainable Infrastructure.

Peter serves on the Leadership Team of WAPPPs Africa Chapter and is also the 2026 WAPPP Global Theme Champion.
