Thibaut Mourgues is a finance professional specializing in Public-Private Partnerships with a focus on sustainability and People’s First dimensions. He has advised several PPP units and organizations like the European Union and the African Development Bank. Thibaut authored “PPPs, the road to SDGs” and is a frequent speaker at international conferences. He serves as the head of Technology and AI chapter of the World Association of PPP Units and Professionals (WAPPP) and is the Chief Editor of WAPPP Quarterly Magazine. In 2016, he founded Camden Advisory, a consultancy for sustainable finance. Thibaut holds multiple degrees in finance, business management, and law.

Nasser Massoud specializes in structuring, negotiating, and financing healthcare and education transactions via public-private partnerships (PPPs), privatizations, and joint ventures. He has led teams across all stages of PPP development—from strategy and policy formulation to procurement and financial close—including feasibility studies, value for money assessments, risk modelling, and documentation. Nasser has advised both governments and sponsors, often through MDB engagements, and has overseen projects post-close on behalf of both public and private sectors. He also conducts capacity building, coaching, and training. He has been appointed to the ADB Healthcare Panel of Consultants, named a Global Healthcare Key Opinion Leader by Korea’s Ministry of Health, and contributed to the UNECE Global Standard for Healthcare PPPs.

Rémy Levastre is a senior healthcare executive with over 30 years of global experience in healthcare, digital transformation, AI, and strategic advisory. He spent 20 years at GE Healthcare, notably as Head of GE Healthcare Digital Africa, leading major transformation programs across public and private sectors. He later led healthcare advisory at WSP Middle East and served on WSP’s Global Healthcare Board. A Six Sigma certified professional and UC Berkeley Business School alumnus, Rémy is the Founder of InnoMoCare Advisory, connecting family offices and investors with high-potential healthcare startups. And support their growth in MEA. He is also launching a platform uniting the 100 top MENA healthcare SMEs. Rémy currently serves as CSO and board member at Bodyo.
Meriem Mesfioui Raja

Meriem Mesfioui Raja is a member of the WAPPP AI & Technology Chapter Leadership Team. She has been actively involved with NGOs working on telemedicine and access to care. She previously led strategic communication projects across 10 countries in the Middle East Africa region at Orange. Her research explores how stakeholder engagement influences the implementation, appropriation, and sustainability of technology-driven health initiatives. Her current role focuses on designing and implementing strategies to support the adoption of digital health solutions in LMICs, particularly through PPPs. She draws on corporate, humanitarian, and research experience to support inclusive and context-aware digital health projects.
Stefan Lazarevski

Stefan Lazarevski is a healthcare professional with over 15 years of industry experience. He is passionate about forging partnerships that drive innovation and sustainability in the healthcare sector globally. His expertise includes establishing, developing, and leading healthcare business initiatives that deliver solutions across Central and Eastern Europe and Central Asia.
In addition to his work in healthcare, Stefan has led the Accounting Principles, Processes, and Projects team at Siemens Healthineers, demonstrating his proficiency in complex accounting matters. He is currently completing his PhD studies focused on public-private partnerships (PPPs) and is continuously seeking opportunities to expand his knowledge and remain at the forefront of the industry.
Dr. Varun Goyal

Dr. Varun Goyal is a health economist, researcher, project manager, and procurement and contracting expert with 14 years of expertise in economic analysis, policy advocacy, PPP transaction advisory, market access, and digital health solutions. He developed and implemented two significant IT solutions for Ministry of Health in India. One solution is used in over 11,000 Indian public health facilities today. South, Southeast, and Central Asia, Balkans, West Africa, and the Middle East are his territories. He is the WAPPP South Asia chapter lead. He has a Bachelor of Dental Surgery with an MBA in Hospital Management.
