Dr. Ogochukwu Ugboma, FCILT
Global WiLAT Vice Chairperson,
North & West Africa
Dr. Ogochukwu Ugboma is a leading academic and industry consultant with over two decades of expertise in Transport, Logistics, and Supply Chain Management. She serves as Global Vice Chairperson for WiLAT (North and West Africa) and heads the Department of Transport Management and Operations at Lagos State University’s School of Transport and Logistics.
Her work spans academia and industry, with contributions to institutions such as CILT Nigeria, the Nigerian Army College of Logistics, ARC_ESM, and the African Center for Supply Chain. A published thought leader and Fellow of multiple professional bodies, Dr. Ugboma is a strong advocate for innovation, sustainable logistics, and strategic partnerships that drive efficiency and continuous learning across the supply chain sector.

Azuka Okeke
CEO, Africa Resource Center for Excellence in Supply Chain Management
Azuka Okeke is the CEO of ARC_ESM, where she leads supply chain transformation projects in Nigeria and supports health systems across Africa. Renowned for her ability to engage governments and global partners, she has helped mobilize over $8 million in co-investments from the Bill & Melinda Gates Foundation, the Global Fund, and GAVI.
Azuka serves as a trusted advisor to African Ministries of Health and has driven innovative health financing through platforms like the World Economic Forum and ARC. She also launched Nigeria’s first private sector membership platform for public health, raising $750,000 in four years.
Her current focus is advocating for human capital development and establishing a Pan-African Centre of Excellence for Supply Chain Management in collaboration with MIT Boston, Zaragoza Logistics Centre, and six Nigerian universities.
Rinzin Pemo
Co-chair, Gender Equity in PPPs, WAPPP
Rinzin Pemo is a former public servant with over 19 years of experience in Bhutan’s Ministry of Finance. She led the country’s PPP Unit, playing a key role in developing national PPP legislation, project pipelines, and capacity-building programs. She currently serves as a Board Director for the Dagachhu Hydropower Project and is a member of WAPPP’s Women in PPP Chapter.
Rinzin has also overseen state-owned enterprises as head of the Investment and Corporate Governance Division and served on multiple SOE and microfinance boards. She holds a Master’s in International Customs Law and Administration, with advanced training from institutions including Harvard Kennedy School, IFC, and the Maastricht School of Management. Her expertise spans corporate governance, sustainable finance, and public sector innovation.
Margherita D’Urso
Director, Ekvita Italia
Margherita D’Urso is the founder and CEO of EKVITA ITALIA, a management consulting firm that has led 17 international development projects across Southeast Asia, Africa, the Caucasus, Central Asia, and Turkey within just four years. She brings deep expertise in gender equality, sustainability, innovation, and rural development.
Working with institutions such as ADB, the World Bank, and the EU, Margherita has contributed to policy reform, capacity-building, and ecosystem development in countries including Uzbekistan, Indonesia, Turkey, and Azerbaijan. Her work focuses on inclusive economic growth through gender mainstreaming, SME support, agricultural transformation, and sustainable innovation.
Dorji Tashi
CEO, Food Corporation of Bhutan
Dorji Tashi is the CEO of the Food Corporation of Bhutan Limited (FCBL), one of Bhutan’s oldest and largest state-owned enterprises. Under his leadership, FCBL oversees a nationwide warehouse network and plays a vital role in managing the National Food Security Reserve and promoting agricultural exports.
With an MBA from the UK and a bachelor’s in Language and Culture from the Royal University of Bhutan, Dorji combines strong bilingual skills with a deep understanding of business and social development. He previously served as Business Director at FCBL and Executive Director at the Loden Foundation, a civil society group focused on youth entrepreneurship.
As the youngest CEO of a state-owned enterprise in Bhutan, Dorji is recognized for turning around a loss-making organization through his entrepreneurial mindset, inclusive leadership, and team-building strengths.

Jyoti Bisbey, a WAPPP Executive Committee member, is a global expert with 20+ years of experience in green and resilient infrastructure finance and PPPs in developing countries. She has worked with the World Bank Group and the UN, supporting governments in preparing PPP projects and financing climate-focused infrastructure. Jyoti helped establish global benchmarks like CP3P and PCM and serves on the FAST-Infra Label’s Executive Advisory Committee and UNECE PIERS Climate Panel. She advises ISRC, sits on InfraBlocks’ Advisory Board, and is Associate Editor of the Journal of Infrastructure, Policy and Development at NUS. A published author, she holds an Executive Diploma from Harvard, an MBA from George Washington University, and an honors degree in mathematics from St. Stephen’s College.
Hannah Mathu
Entrepreneur in Community Development
Hannah Mathu is a project management professional with 17 years of experience, specializing in ERP implementation, corporate governance, and compliance. She is the co-founder of Africa Luxury Expo and BIO Congo, where she has championed sustainable development, job creation, and youth empowerment across multiple African countries.
She played a key role in the DRC’s plastic bag ban and leads initiatives in infrastructure, waste management, and agriculture. Hannah holds a Master’s in Sustainability & Leadership (Switzerland, 2024) and multiple qualifications in project and business management. She is also a committed mentor and volunteer, dedicated to building Africa’s future through skills transfer and community engagement.
