JYOTI BISBEY
Jyoti Bisbey, a WAPPP Executive Committee member, is a global expert with 20+ years of experience in green and resilient infrastructure finance and PPPs in developing countries. She has worked with the World Bank Group and the UN, supporting governments in preparing PPP projects and financing climate-focused infrastructure. Jyoti helped establish global benchmarks like CP3P and PCM and serves on the FAST-Infra Label’s Executive Advisory Committee and UNECE PIERS Climate Panel. She advises ISRC, sits on InfraBlocks’ Advisory Board, and is Associate Editor of the Journal of Infrastructure, Policy and Development at NUS. A published author, she holds an Executive Diploma from Harvard, an MBA from George Washington University, and an honors degree in mathematics from St. Stephen’s College.

ZIAD-ALEXANDRE HAYEK

Ziad-Alexandre Hayek has 44 years of experience in investment banking, corporate strategy, artificial intelligence, technology, public policy, and public-private partnerships. He has lived and worked in Africa, Europe, the Middle East, the US, and Latin America. In 2019, he was nominated to be President of the World Bank. He was recently a candidate for the Presidency of Lebanon. Hayek is currently President of the World Association of PPP Units & Professionals (WAPPP), Advisor to HyperCycle.ai and to the Paxon Group, and member of the Board of Trustees of USEK University. Previously he was Vice Chair of the United Nations Working Party on PPP, Secretary General of Lebanon’s High Council for Privatization and PPP, CEO
of Talaya Water, CEO of Lonbridge Associates, Senior Managing Director of Bear Stearns, President of Indosuez Mexico, Head of International Securitization at Citibank, and Vice President at Salomon Brothers.

Hayek has an MA in International Management from the University of Texas at Dallas. He studied business administration at the Instituto Tecnológico de Monterrey, is certified in artificial intelligence by IBM, and is registered as a CEO of a financial institution by the UK Financial Conduct Authority. He has lectured at several Lebanese universities and at Sciences Po, and has spoken at more than 150 conferences. Hayek is conversant with 11 languages.

ROOPA NAIR

With expertise in sustainable infrastructure and finance, Roopa Nair is supporting the Infrastructure Finance department of the World Bank. Her work on the Bank’s Hybrid PPP Initiative enables governments to leverage private capital for critical public assets and services through an innovative public-private partnership model. Prior to her work at the Bank, she led large-scale bilateral initiatives for ministries in the Government of India, focusing on climate-smart buildings, energy efficiency, and affordable housing. In her role as a technical project manager and key expert, she drove nationwide programs on climate change mitigation, resilience, and sustainability in the built environment.

Roopa is a Senior Partnership Associate at WAPPP. Her expertise spans smart cities, net-zero energy buildings, sustainable urban strategies, Energy Service Companies (ESCO) business models, and advancing energy transitions through green finance. She has authored key publications on energy-efficient infrastructure, Hybrid PPPs, Small-scale PPPs, and green finance. Roopa holds a Master of Science in Sustainable and Green Finance from the National University of Singapore and a bachelor’s in architecture from Calicut University.

PATRICK KABAMBE

Patrick is the Chief Executive Officer of the Public Private Partnership Commission (PPPC) in Malawi. The PPPC was established through an Act of Parliament as the sole agent for managing public private partnership transactions as well as divestiture of Government ownership in state owned enterprises. He is a certified Public Private Partnership Professional (CP3P0 and has over 20 years’ experience working in both public and private sector in Malawi.

He holds a master’s degree in economics from State University of New York at Binghamton and bachelors degree in social sciences majoring in economics from the University of Malawi.

EKOW COLEMAN

Ekow Coleman is currently a Principal Infrastructure Investment Officer within the Infrastructure Partnerships Division of the African Development Bank (AfDB) where he is leading the coordination and implementation of the Bank’s PPP strategy, as well as its PPP Transaction Advisory Services business focused on assisting Regional Member Countries and Government Contracting Authorities in developing and bringing to market Bankable PPPs. Prior to his current role he was with the Bank’s private sector and PPP Infrastructure Finance Division where he led the identification & origination, preparation, appraisal, structuring, negotiation execution, and promotion of non-sovereign transport & urban development infrastructure projects across Africa. Before joining AfDB, he was a Principal Investment Officer at the Ghana Infrastructure Investment Fund (GIIF) and pioneer staff of the Investment Office at start-up where he was involved in all aspects of the Fund’s development and formation. He also served in various capacities including heading the PPP Advisory Unit, PPP Analyst and Financial Analyst, and played a leadership & formative role in the establishment of a fully functional Project and Financial Analysis Unit and PPP Advisory Unit both within the Public Investment Division at the Ministry of Finance, Ghana. Prior to the Ministry of Finance, he worked as a Consultant and Research/Financial Analyst at an investment banking and advisory group in Ghana.
