PPP units prepare procurement tenders to invite qualified bidders to participate in PPP projects, with the goal of selecting a winning partner to implement the project. However, during the procurement process, both PPP units and bidders often encounter material deviations—instances where bidders and/or lenders raise concerns or challenge certain contractual terms or policies outlined in the tender documents. Such deviations can disrupt the procurement timeline, prolong the process, or, in the worst case, cause its termination.
