As part of WAPPP’s 2026 global theme on National Infrastructure Financing Institutions (NIFIs), Webinar 2 moves the discussion from strategic rationale to institutional implementation.
Around the world, governments are establishing development banks, infrastructure funds, and hybrid financing vehicles to mobilize long-term capital beyond annual budget cycles. But institutional form alone does not ensure impact.
This session will explore:

· How mandate clarity and governance safeguards shape institutional credibility
· What capitalization strategies signal seriousness to private and institutional investors

Dr. Carter B. Casady – Senior Research Engineer, Stanford University
Dr. Casady brings a governance and long-term investment perspective grounded in research on infrastructure finance and sovereign development funds. His work examines how institutional design, mandate discipline, and collaborative capital structures shape credibility and durability within PPP and national financing ecosystems.
William Streeter – Independent Infrastructure Finance Specialist
William contributes a capital markets perspective shaped by over four decades in infrastructure finance and municipal bond issuance. He brings insight into how governance standards, reporting discipline, and capitalisation structures influence investor confidence and long-term institutional credibility.
Dr. Andre Permana – Acting CEO, Indonesia Infrastructure Guarantee Fund
Dr. Permana offers a sovereign risk and guarantee perspective, highlighting how risk-sharing mechanisms and contingent liability management affect institutional sustainability. As Acting head of Indonesia’s Infrastructure Guarantee Fund, he provides practical insight into designing platforms that strengthen fiscal resilience while mobilising capital.
