We will explore the strategies and unique legal challenges involved in implementing Small-Scale Public-Private Partnerships (PPPs), with a particular focus on Belgian cases where smaller projects have been strategically clustered for greater impact. The panel will discuss the benefits and complexities of this approach, as well as the legal implications of working within EU State Aid Law. Key questions will be raised about how EU law applies differently to smaller projects versus larger PPPs and what legal hurdles these projects face.
