Arun Kumar is an investment and strategy professional with nearly two decades of experience in developing, financing, and executing high-impact projects in emerging markets. He holds an MBA and a bachelor’s degree in electrical engineering. Currently, as a Principal Investment Officer at the African Development Bank Group, he manages social sector investments across Africa.
Kumar’s expertise includes policy advisory, PPP models, risk assessment, innovative financing, project preparation facilities, co-financing, partnerships, and blended finance products. He also has a deep understanding of infrastructure financing at various stages and extensive experience in management consulting.

Novie Andriani, SH, LLM, has been with Bappenas since 2008, dedicating much of her career to advancing Public-Private Partnership (PPP) implementation in Indonesia. She holds a Master’s degree in Law from the University of Melbourne. Prior to her current role, she served as Chief Planner and Coordinator at the Directorate for Innovative Funding Engagement (Dec 2020 – May 2025). Now as Director for Innovative and Strategic Financing, she leads the coordination and formulation of policies and initiatives related to innovative financing strategies. Ms. Novie actively engages with stakeholders and development partners to support PPP policy development, including contributions to the PPP Book. She also oversees the organization and coordination of PPP Joint Office activities, reinforcing her commitment to strengthening PPP frameworks in Indonesia.

Mosaab Alburih is a seasoned infrastructure professional with extensive expertise across utilities, healthcare, and construction sectors. He began his Public-Private Partnership (PPP) journey with the transformation of Saudi Arabia’s water sector, later contributing to foundational PPP models at the Ministry of Health. Currently, he leads the Transactions and Execution function at Tatweer Buildings Company (TBC), where he spearheaded the Kingdom’s first pathfinder PPP programs in social infrastructure, with projects exceeding SAR 9 billion. Under his leadership, TBC has evolved into a key PPP developer, expanding into non-educational sectors and establishing a new role as an infrastructure investor. Mosaab is recognized for his holistic command of technical, financial, and legal aspects of PPPs, and his ability to align public-sector goals with private-sector efficiency to deliver sustainable, policy-driven infrastructure solutions.
RAMIRO ZINDER

Ramiro Zinder is the founder of Tálamo Soluções & Projetos and serves as the national coordinator for PPPs and concessions at CEAP Brasil. He is also a professor in the MBA in PPPs and Concessions at FESPSP. Holding a Master’s and PhD in Learning, Organizational Processes, and Work from UFSC, he is internationally certified in public infrastructure through CP³P-F and the Five Case Model. Ramiro has served as a consultant for the Inter-American Development Bank (IDB) and held several public sector leadership roles in PPPs, including at SCPar, the State Finance Department of Santa Catarina, and multiple municipalities such as Florianópolis, Laguna, and Camboriú. In 2022, he became president of REDEPPP, the Intergovernmental Network for the Development of PPPs. With deep expertise in strategic PPP planning and implementation, Ramiro has been a key figure in shaping Brazil’s infrastructure and public-private collaboration landscape.
