PPP Affordable Housing Development Project

The Ethiopian government, under the Ministry of Finance, has established a legal and institutional framework for Public-Private Partnerships (PPP) to expand infrastructure development and provide public services by prioritizing energy, road, health, tourism, destinations, logistics, and housing projects. Public-private partnerships (PPP) involve collaboration (through risk allocation scheme) between a public entity and a private party that can be used to design, build, finance, operate and undertake maintenance of infrastructure and public service projects.
The PPP Department, in collaboration with relevant contracting authorities, aims to develop 79,800 affordable housing units through PPP arrangements to address the significant housing demand and supply gap. These units are approved by the PPP board and included in the long list of PPP pipeline projects. The housing units will be developed in phases by various contracting authorities, with the first phase to be implemented by private developers for the Federal Housing Corporation (FHC) and the EthiopianBroadcasting Corporation (EBC).
The FHC is one of the subsidiaries of the Ethiopian Investment Holdings (EHI). FHC has an opportunity to attract more foreign direct investment and technology. It expects more than 1,600 mixed-use housing units to be developed through the PPP arrangement by private developers, while the EBC expects more than 2,000 mixed-use housing units. To achieve this, the PPP Department, in collaboration with the contracting authorities, is seeking qualified private developers who are technically competent, financially capable, and legally eligible. An Expression of Interest (EoI) was issued in the Ethiopian Herald on November 12, 2023, to gauge private sector interest in participating in the upcoming open competitive bidding process and to gather additional inputs to make the project more attractive to private developers. After receiving the expressions of interest from different private companies, the PPP Department is announcing the first stage of procurement which is the Request for Prequalification (RFQ). This stage aims to identify potential and qualified private developers for the next stage – Request for Proposal (RFP), which involves the Request for Proposal (RFP) to select the winning bidders from the prequalified bidders identified during the RFQ phase.
Note that private parties that are qualified to develop the affordable housing projects might be eligible for more upcoming housing development projects. This qualification process (RFQ) will automatically enable qualified private parties to participate in the Request for Proposal for upcoming housing development projects.
Prospective applicants are required to register at the Ministry of Finance, PPP-D in person or virtually (electronically) and purchase the RFQ document for a non-refundable fee of ETB 10,000 (Ten Thousand ETB only) or the equivalent amount in any convertible currency. Participants can deposit the stated amount into the Bank account of Ministry of Finance and Economic Development of Ethiopia, ACC. No 1000003784847 Arat Kilo Branch /SWIFT Code CBETETAA, B account and bring the bank receipt of the payment to the Ministry of Finance, Finance and Procurement Department Office number 31 to receive the official government receipt from this department. Prospective applicants are eligible to collect the RFQ document from the PPP Department before the RFQ submission deadline.
For virtual or electronic registration, applicants can contact PPP-D via the email address stated below, and payment for the RFQ document will be facilitated after confirming bank transfer or wire transfer is conducted to the dedicated bank account. A soft copy of the RFQ will be sent to the prospective applicants. The RFQ application must be delivered to the PPP-D bid Office No. 18 on February 22, 2024 on or before 5:00 pm East African Time (EAT). Late submissions will not be considered. Bidders may participate in the prequalification process individually or in a consortium, and international bidders are encouraged to participate in consortia with local private partners.
